Many of these poor techs are in the modern equivalent of sweatshops. They have a certain number of computers they have to repair in a limited time. Turn around rate is terrible so you won't find someone with experience. Stop and think about why it's cheap before risking your computer investment and identity at a discount electronic store.

Search Bing or Google or your favorite search engine. The yellow pages are almost useless nowadays. I won't even be in them next year and one of my specialties is teaching senior citizens how to use a computer, tablet or smart cell phone. Just list what you usually end up helping people with so you may begin making a little money from your God given computer, tablet or smart cell phone talents.
When you find a local computer expert ask for references. If they claim privacy issues keep looking. If you want in home computer lessons make sure the computer expert has been trained in how to teach. Folks, I cannot emphasize the important difference between knowing how to use a computer and knowing how to teach someone, in a relaxed, positive environment, how to use a computer in a safe, fun manner.
